Russian armed forces launched a large-scale coordinated drone and missile attack across multiple Ukrainian regions early Tuesday, inflicting civilian casualties, infrastructure damage and widespread power outages during harsh winter conditions.

President Volodymyr Zelenskyy condemned the assault, describing it as a deliberate effort to target energy systems and civilian areas amid ongoing diplomatic efforts to end the conflict.

Scope and Scale of the Attack

  • More than 650 drones and dozens of missiles were reported launched across Ukraine, striking at least 13 regions, including Zhytomyr, Kyiv, Chernihiv, Lviv and Odesa.
  • Ukraine’s air defenses intercepted the majority of aerial targets, but several struck residential buildings and critical energy infrastructure, exacerbating power disruptions.
  • Emergency power outages were imposed nationwide as utilities worked to stabilize the grid.

Casualties and Civilian Impact

Officials report at least three confirmed deaths, including a four-year-old child in the Zhytomyr region. Multiple people were injured across different oblasts, with residential structures and homes damaged by debris or direct hits.

In Kyiv’s Svyatoshynskyi district, fragments from downed drones struck an apartment block, injuring several residents, including teenagers. Other regions saw blast waves shatter windows and damage housing infrastructure.

Political and Diplomatic Context

President Zelenskyy framed the offensive as a sign that Russian leadership remains committed to military pressure rather than de-escalation, even as peace negotiations continue internationally.

Western and Ukrainian negotiators had recently engaged in talks — including with U.S. and EU envoys — aimed at halting the war. Russia’s continued military pressure complicates these talks, highlighting deep divisions over territorial and security guarantees.

Strategic and Humanitarian Implications

Analysts see the timing of the attack — just before Christmas holidays — as part of a broader campaign to strain Ukraine’s winter preparedness and morale, particularly with energy infrastructure in the crosshairs. Power grid disruptions during freezing weather pose additional risks for civilian populations.

Ukrainian civil defense and emergency services are mobilizing to repair damage and support affected families, while international humanitarian groups warn of compounding hardship as winter deepens.
