PTA Finalizes New Satellite Internet License Framework to Attract Starlink and Global Operators

The Pakistan Telecommunication Authority (PTA) has finalized a draft framework for a new Fixed Satellite Services (FSS) license, opening doors for global satellite internet providers such as Starlink and Shanghai Spacecom to expand services in Pakistan. The draft is now available for public consultation until September 19, 2025.

A Simplified, Investor-Friendly Licensing System

The new FSS license replaces the previous system that required companies to obtain multiple permits. Under the updated framework, providers will now operate with a single license valid for 15 years.

The license fee has been set at USD 500,000, which is lower than the earlier cost of nearly USD 640,000 under the old system, making it more attractive for international entrants.

Service Obligations and Rollout Requirements

According to the draft:

  • Operators must begin services within 18 months of acquiring the license.
  • A local gateway earth station must be established inside Pakistan.
  • Data generated by satellite services must remain in Pakistan to ensure national security and regulatory compliance.
  • Licensees must also register with the Pakistan Space Activities Regulatory Board (PSARB).

What the License Covers (and What It Doesn’t)

The FSS license allows companies to provide:

  • Fixed earth stations
  • Gateway earth stations
  • VSATs (Very Small Aperture Terminals)
  • Broadband backhaul services
  • Intranet and enterprise solutions

However, the license does not cover direct-to-home TV broadcasting, mobile satellite services, direct-to-device services, or content broadcasting, which would require separate approvals.

Strong Oversight for Compliance

PTA will retain the power to suspend or revoke licenses if providers fail to comply with rollout obligations, data privacy laws, or regulatory conditions.

A Step Toward Bridging the Digital Divide

Authorities believe this initiative will strengthen internet access in rural and remote regions of Pakistan, where traditional broadband services remain limited. By lowering costs and simplifying regulation, Pakistan is positioning itself as an emerging hub for next-generation satellite broadband.

The final draft is open for public feedback until September 19, 2025, after which PTA will issue the formal licensing regime.
